The European system of higher education after the Bologna reform: Dreams and realities

Professor Hans Heinimann, ETH Zurich University (Visiting Fellow, CHELT)

In 1999, the education ministers of 29 European countries signed the so-called Bologna Declaration, aiming to harmonise and improve the higher educational system. The declaration defined a force field with three major agents: (1) a standard 3-level model (3 year Bachelor, 2 year Master, 3 year Doctorate); (2) the European credit transfer system (ECTS), and (3) the promotion of an outcome-oriented approach to teaching and learning. Almost 15 years later, the higher educational system has changed considerably. This seminar will illustrate Europe’s approach to vocational and academic education, discuss some unintended developments of the Bologna Declaration, and suggest some possible future developments.
